I do not see a definition for "fire pit" in either the VSFPC or the IBC. I would look at chapter three of the IFC regarding open burning and use that as a guide. I hope the information is useful. Please reply back if you have specific questions.
Many jurisdictions have local ordinances dealing with open burning. Thus the subject of them being permitted or not will depend upon the local ordinance. This will be different from the SFPC requirements.
