Good afternoon. I was wondering if anyone had first hand experience with this? I have done the usual web serches and found what is there, but I still have questions about the product. Has anyone seen it in their jurisdiction?

Several years ago I had correspondance on the subject. What follows is a cut-n-paste from it:

To date we have not regulated Tannerite Targets as an explosive for two principal reasons.

First, based on the information weve seen, the targets are comprised of non-explosive components and so long as they are not mixed for storage, sale or display, they would not fall within the Statewide Fire Prevention Codes jurisdiction or interest AS AN EXPLOSIVE. Thats not to say that the components could not fall under some other section of the code as a Hazardous Material.

Second, once the binary components are mixed and put to use as a target, they do not seem to fall under the codes interest in terms of a blasting operation or that the user is required to be certified as a Blaster.

This is the most current position of the State Fire Marshals Office for the question and commodity at hand. If conditions change in the future, a reasonable attempt will be made to provide notice.

Hey Glen, wouldnt the possession of the materials constitute bomb making materials.  I had someone call reference same and I simply told them not to use or have the stuff on them.  Clarify?
