Critical Intensity Factors

I am seeking critical intensity factors for numbers of inspectors.  I'm thinking along the lines of #population = sq. footage of commercial space = # of inspectors type of equation, but I'll work with any others. 


Does anyone have something they would like to share, or refer me to other sources?

Oh, yeah.  I'm looking for fire prevention code inspectors, not USBC construction inspectors.
