Who out there is doing good stuff with residential overcrowding?

I plan to attend the Fall conference workshop but with the recent collapse of three floors at a condo here in Harrisonburg, this issue is cooking fast.

What criteria are Fire Officials using to address overcrowding in R-2, R-5 occupancies? Do you feel it's a FM's place, legal responsibility?
